PLÀNOLS D'EVOLUCIÓ DEL PLA DE TRANSFORMACIÓ DEL BARRI DE LA MINA

A través de esta representación gráfica os mostramos el desarrollo cronológico del Plan de Transformación en cuanto al ámbito de la regeneración urbana. Dispone de cinco planos evolutivos donde se indican las diversas actuaciones a medida que se van completando y que puede identificar los colores y los enunciados.

LE PIC URBAN II SAB

URBAN II est une Initiative Communautaire financée par le Fonds Européen de Développement Régional pour la régénération économique et sociale des zones urbaines en crise.

Le Programme d'Initiative Communautaire Urban II de Sant Adrià de Besòs constitue le plan d'intervention approuvé par la Commission Européenne pour la promotion d'un développement urbain durable à Sant Adrià de Besòs à travers l'intervention prioritaire dans le quartier de la Mina.



LA MINA

Les caractéristiques et conditions urbanistiques, économiques et sociales du quartier de La Mina font de cette zone géographique une candidate "naturelle" pour le genre d'interventions cofinancées par l'Initiative Communautaire Urban.

Le quartier de La Mina apparut dans les premières années 70 comme une initiative pour le relogement de population provenant des bidonvilles de la ville de Barcelone et de son aire métropolitaine. L'énorme vitesse à laquelle le quartier fut créé et peuplé empêcha un développement propice des relations de coopération et d'approximation progressive entre les différents groupes sociaux. Ceci a mené à une reproduction des situations de marginalité et des dynamiques d'exclusion des bidonvilles d'origine dans un nouvel entourage, tout en faisant apparaître ce qu'on a nommé un "bidonville vertical" dans les HLM.

Malgré les nombreuses interventions et les investissements faits dans le quartier, jusqu'à nos jours, les difficultés d'articuler une intervention globale avec des ressources suffisantes et avec une coordination adéquate de toutes les administrations publiques ont empêché un changement effectif de la situation sociale du quartier. Le résultat en a été une détérioration continuée et progressive de la zone, ce qui a mené à une situation caractérisée par:

  • L'isolement physiqueet social du quartier et de sa population. 

    • Une forte dégradation de l'entourage, du point de vue urbanistique et environnemental.

    • Des déficits de formation importants, faible qualification et manque d'habitudes de travail d'une partie importante de la population. 

    • D'autres problématiques sociales graves, telles qu'une forte densité de population et une faible qualité des constructions, la faiblesse des ressources des familles et le manque de revenus réguliers, un nombre élevé de femmes chef de famille monoparental, hauts niveaux de délinquance, souvent liée à la consommation et au trafic de drogues, etc. 

    • Une forte présence d'activités informelles ou illicites

    • L'appropriation de l'espace publique par des groupes à comportement incivique

    • Faiblesse des réseaux sociaux et familiaux.



OBJECTIFS

Les objectifs stratégiques du PIC URBAN II, en réponse aux problématiques détectées, sont les suivants: 

• Revaloriser l'entourage urbanistique du quartier de La Mina et améliorer les conditions du logement, à fin que le quartier devienne un endroit de "résidence" et non de refuge ou de passage pour ceux qui songent à sortir du quartier vers des zones à meilleures perspectives.

• Améliorer la perception que du quartier et de ses résidents ont les voisins du quartier, ainsi que la population du reste de l'aire métropolitaine de Barcelone, spécialement dans les autres quartiers de la commune de Sant Adrià de Besòs. 

• Récupérer les terrains sous-utilisés, éliminer les résidus non contrôlés et promouvoir la collecte sélective et le recyclage, ainsi qu'une sensibilisation pour le respect de l'entourage urbanistique et environnemental. 

• Structurer de façon cohérente les interventions urbanistiques dans le quartier, à travers un instrument de planification approprié - le Plan Spécial de Réaménagement et Amélioration - qui permette de créer des points de référence en termes sociaux et d'aménagement du paysage. 

• Connecter - du point de vue urbanistique et social - le quartier de La Mina avec le reste de l'Aire Métropolitaine et, spécialement, avec le reste de la commune de Sant Adrià de Besòs.

• Consolider l'activité économique existante, en tant que source d'emploi et, aussi, par sa capacité de structuration sociale.

• Améliorer les facteurs clés d'employabilité de la population active ou potentiellement active du quartier, tout en facilitant l'insertion au marché de travail, spécialement pour les collectifs à majeures difficultés. 

• Réduire les dynamiques de marginalisation et d'exclusion actuelles, en faisant une attention spéciale aux collectifs les plus exposés aux mêmes.

• Combattre la délinquance dans le quartier, tant du point de vue préventif et de médiation pénale que de coordination et d'amélioration de la réponse des corps de sécurité de l'état.

• Promouvoir les comportements civiques et solidaires dans le quartier, tout en constituant un Réseau de Travail Communautaire - avec les associations de voisins et les ONG - pour encourager une vraie implication des résidents dans la vie communautaire.



AXES ET MESURES

Le reflet de ces objectifs dans la programmation du PIC URBAN II SAB s'articule autour des axes et mesures d'intervention suivants:


Axes et mesures

AXE 1. UTILISATION MIXTE ET RÉURBANISATION

Mesure 1.1. Récupération de terrains abandonnés et contaminés. Réhabilitation d'espaces publics, y inclus les espaces verts.

Mesure 1.2. Construction, renouvellement et dotation de bâtiments pour y accueillir des activités sociales, culturelles, de loisir et sportives.

AXE 2. ENTREPRENEURIAT ET PACTES POUR L'EMPLOI

Mesure 2.1. Soutien a l'activité entrepreneuriale dans le commerce, l'artisanat, l'économie sociale, les coopératives, les sociétés mutuelles et les services adressés aux petites et moyennes entreprises.

Mesure 2.5. Création et amélioration des services sanitaires et d'autres services sociaux, en particulier ceux adressés aux gens âgées, à l'enfance et à d'autres collectifs défavorisés.

Mesure 2.7. Actions de formation des demandeurs d'emploi et des travailleurs pour une actualisation de ses capacités et pour son adaptation aux nouvelles formes d'organisation du travail et aux technologies de la société de l'information, tout en donnant priorité aux itinéraires intégrés d'insertion et au développement de nouvelles sources d'emploi.

AXE 3. LUTTE CONTRE L'EXCLUSION ET ACCES AUX SERVICES ELEMENTAIRES

Mesure 3.5. Création d'écoles-atelier et centres de formation. Conditionnement et amélioration des existants.

AXE 5. DIMINUTION ET TRAITEMENT DES DECHETS; GESTION EFFICACE DE L'EAU ET REDUCTION DES NUISANCES SONORES; REDUCTION DE LA CONSOMMATION DES HYDROCARBURES

Mesure 5.1. Encouragement de la diminution des déchets, du recyclage total et de la collecte et le traitement sélectifs.

AXE 6. DEVELOPPEMENT DES POTENTIELS LIES AUX TECHNOLOGIES DE LA SOCIETE DE L'INFORMATION

Mesure 6.1. Encouragement de l'utilisation et l'accès aux technologies de l'information et de la communication parmi les citoyens, préférablement avec des buts formatifs, d'amélioration de l'employabilité, et de promotion de l'éducation et la culture.

Mesure 6.2. Développement de services d'intérêt public, spécialement dans l'éducation et la formation, l'assistance sanitaire, l'information sur l'environnement et le soutien aux PME, en particulier dans le commerce électronique et les services de proximité.

AXE 7. EVALUATION, GESTION ET SUIVI. AMELIORATION DE LA GOUVERNANCE URBAINE

Mesure 7.2. Campagnes d'information et publicité. Mesures pour l'amélioration de l'accès à l'information, principalement en matière environnementale, et participation des citoyens dans la prise de décisions.

Mesure 7.3. Encouragement des réseaux d'échange d'expériences et bonnes pratiques, et développement de la base de données communautaire de bonnes pratiques en gestion urbaine durable.

Mesure 7.5. Dépenses liées aux taches de gestion, suivi et contrôle du programme.



URBAN II SAB - LA MINA

URBAN II es una Iniciativa Comunitaria financiada por el Fondo Europeo de Desarrollo Regional (FEDER) para la regeneración económica y social de zonas urbanas en crisis. El objetivo del FEDER es contribuir a la reducción de las diferencias de desarrollo y nivel de vida entre las distintas regiones y a la reducción del retraso de las regiones menos favorecidas.

Para el cumplimiento de estos objetivos, se ha establecido reglamentariamente la participación del FEDER en el desarrollo de la Iniciativa Comunitaria URBAN, para la revitalización económica y social de las ciudades y de las periferias urbanas en crisis con vistas a promover un desarrollo urbano sostenible.

Las características y condiciones urbanísticas, económicas y sociales del barrio de la Mina convierten a esta área geográfica en una candidata "natural" a las actuaciones cofinanciadas por la Iniciativa Comunitaria Urban.

El Programa de Iniciativa Comunitaria Urban II de Sant Adrià de Besòs constituye el plan de actuación aprobado por la Comisión Europea para el fomento de un desarrollo urbano sostenible en Sant Adrià de Besòs mediante la intervención prioritaria en la Mina.

THE URBAN II CIP FOR SANT ADRIÀ DE BESÒS

URBAN II is a Community Initiative financed by the European Regional Development Fund for the economic and social regeneration of troubled urban areas.

The Community Initiative URBAN II Programme for Sant Adrià de Besòs (SAB) constitutes the action plan approved by the European Commission for the promotion of sustainable urban development in Sant Adrià de Besòs by means of the priority action in the district of La Mina.

THE DISTRICT OF LA MINA

The urbanistic, economic and social characteristics and conditions of the district of La Mina make this geographical area a ‘natural’ candidate for those actions co-financed by the Community Initiative URBAN.

This district was born in a rapid fashion in order to re-house settlers from slums. Thus, the environment has never been the best one for the development of co-operation relations and a ‘gradual approach’ between social groups that would be expected for the ‘natural’ construction of a district-like social tissue. All this led to the reproduction (in a new environment) of the situations of marginality and the exclusion dynamics existing in the districts where the new population came from.

Despite all actions and investments carried out up to date, no effective change has been achieved regarding the social situation of the area. This is due to the difficulties in articulating a global action that is provided with the necessary resources and the coordination of all public administrations. The area has experienced an ongoing and progressive deterioration up to date. The current situation is characterised by:

• The physical and social isolation of the district and its inhabitants. 

• A serious degradation of urbanistic and environmental surroundings.

• Considerable training deficits, poor qualification and lack of working habits in a relevant group of population. 

• Other serious social problems: the high density and poor quality of the housing; the lack of resources or regular income; the high number of women as heads of single-parent families; the links with delinquency, often associated to drug dealing and consumption, etc.

• The appropriation of public space on the part of groups showing uncivic behaviour.

• The weakness of the social and family networks.

OBJECTIVES

The strategic objectives set for the URBAN II CIP as an answer to the problems detected are:

• To revalue the urbanistic environment of the district of La Mina and to improve housing conditions in order to turn the district into a ‘place of residence‘ and not into a shelter or a temporary abode to those who intend to leave the district looking for areas with better prospects.

• To improve the perception of the district and its residents, both in La Mina and in the rest of the Metropolitan Area, particularly in the other districts within Sant Adrià de Besòs.

• To recuperate underused plots, removing uncontrolled waste and encouraging its selective gathering and recycling, as well as setting the basis for civic behaviour on the part of the residents in urbanistic and environmental terms.

• To structure, in a coherent way, the urbanistic actions already existing in the district, by using a suitable tool of urbanistic planning – the Special Reordenation and Improval Plan (Plan Especial de Reordenación y Mejora, PERM) – and generating different reference points (by means of public building), in social terms and in terms of ‘landscape’.

• To connect – in a urbanistic and social sense - the district of La Mina with the rest of the Metropolitan Area and, particularly, with the rest of the municipality of Sant Adrià de Besòs.

• To consolidate the already-existing economic activity, both as a potential source of employment and due to its capability when it comes to social structuring.

• To improve the employability factors of the active, or potentially active, population in the district, by making insertion into the labour market easier, particularly for the less favoured collectives.

• To reduce the incidence of the currently existing marginalisation and exclusion dynamics, paying special attention to those collectives that are potentially more exposed.

• To fight delinquency in the district, both from the point of view of prevention and penal mediation and also of the coordination and improval of the State security forces’ answer.

• To promote civic and solidary behaviour in the district by forming a Community Work Network that includes neighbours associations and NGOs and involves the residents in the flux of social life and coexistence in the district of La Mina.



PRIORITIES AND MESURES

These objectives are reflected in the programming of the URBAN II CIP for SAB according to the following priorities and measures.

PRIORITY 1. MIXED USAGE AND REURBANIZATION
Measure 1.1. Recuperation of abandoned and polluted plots. Rehabilitation of public spaces, including green spaces.
Measure 1.2.: Building, renovating and endowment of buildings in order to develop social, cultural, leisure and sport activities.
PRIORITY 2. EMPLOYERS AND PACTS FOR EMPLOYMENT
Measure 2.1. Support to business activities, to the trade and the crafts, to social economy, to cooperatives, mutual benefit societies and services for small and medium enterprises (SMEs).
Measure 2.5. Creation and improval of health services and other social services, particularly those for the elder and children (nursery schools) and other disfavoured collectives.
Measure 2.7. Training actions for the unemployed and the employed in order to update their training and their adaptation to the new working organisation and information technologies and communications, giving priority to integrated itineraries for professional insertion and to the development of new sources of occupation.
PRIORITY 3. INTEGRATION OF MARGINALIZED PERSONS AND ACCESS TO BASIC SERVICES
Measure 3.5. Creation of workshop schools and training centres. Conditioning and improval of those already existing.
PRIORITY 5. WASTE TREATMENT AND REDUCTION; WATER MANAGEMENT AND REDUCTION OF NOISE; REDUCTION OF HYDROCARBUR CONSUMPTION
Measure 5.1. Promotion of waste reduction, total recycling, gathering and selective treatment.
PRIORITY 6. DEVELOPMENT OF THE POTENTIAL OF THE TECHNOLOGIES IN THE INFORMATION SOCIETY
Measure 6.1. Promotion of the use and access to information technologies and communication among citizens, particularly for purposes of training, employability, education and culture.
Measure 6.2. Development of public interest services, particularly in the fields of education and training, health, information about the environment and support to SMEs, especially when it comes to e-commerce and proximity services.
PRIORITY 7. ASSESSMENT, MANAGEMENT AND FOLLOW-UP. IMPROVAL IN THE URBAN GOVERNMENT
Measure 7.2. Information and publicity campaigns, key actions to improve access to information (especially in terms of environment) and citizen participation in the decision-making processes.
Measure 7.3. Promotion of networks for the exchange of experiences and good practices, as well as the development of a community database about good practices in management and sustainability of cities.
Measure 7.5. Expenses deriving from management, monitoring and control tasks.
